Education and Experience

 

  • A Degree in Electrical Engineering,
  • Ideally some field experience of maintenance and operation (monitoring, switching, isolation and earthing) of electrical distribution systems and equipment.
  • Generators;
  • Transformers;
  • Electrical protection relays (over-current, earth-fault, differential protection, motor overload thermal protection under-/over-voltage and –frequency, etc);
  • Electrical Monitoring and Control Systems;
  • HV and LV cables;
  • HV switchgear and circuit breakers;
  • LV switchgear and circuit breakers;
  • Motor Control Centers;
  • Rectifiers and AC/DC UPS systems with battery back-up;
  • HV/LV motors (incl. EX), workshop repair and bearing change;
  • Earthing systems;
  • Plant equipment: lighting, heaters etc including EX equipment.
  • Capable of leading/mentoring THE CLIENT staff in electrical maintenance practices as required;
  • Ability to use PC and MS Office software;
  • Ability to prepare documents: test and inspection reports, work instruction and procedures as required;
  • Must be a good team player and have the ability to work in harmony with different cultural backgrounds;
  • Good command of English language verbally as well as in reading and writing.

 

Key roles and responsibilities

 

HSE

The Electrical Engineer shall become fully conversant with all aspects of the HSE culture on-site, including safety procedures and guidelines. The Electrical Engineer should adopt a safety-first principal both for his own work and the work of others. In this regard the Electrical Engineer’s HSE roles and responsibilities are to:

 

  • Be familiar with and observe at all times the safety procedures on plant (e.g. wear appropriate PPE; use of safety harness when working at height etc);
  • Work within the Permit to Work (PTW) and ICC system guidelines and restrictions;
  • Complete PTW close out with signature as required;
  • Ensure that the plant and associated equipment are maintained safely, efficiently and with minimal environmental impact;
  • To ensure technicians maintain standards of cleanliness through cleaning workplace and workshop areas during shutdowns or interventions as required or directed;
  • Promote safety awareness through use and observance of OOPS system used at site;
  • Complete WO for close-out submission to Planning Department, including as much detail as possible for future reference;
  • Fulfill risk management requirements by ensuring all risks are understood and controlled by implementation of agreed processes in line with the requirements and guidelines of HSE standards;
  • Identify/report unsafe equipment for shutdown;
  • Verify safe control and isolation to enable access to systems and equipment under the control of this department as part of shutdown preparation activities;
  • Hazard identification, investigation and reporting, as required.

 

TECHNICAL

The Electrical Engineer is considered competent to lead Electrical maintenance on an oil, gas, and natural gas liquids plant. In this regard the Electrical Engineer’s technical roles and responsibilities are to:

 

  • Plan the maintenance of all electrical equipment to be addressed during shutdown interventions;
  • Develop the work pack, complete with risk assessments, marked-up P&IDs, work orders, Permits to Work, etc, in accordance with THE CLIENT best practice for shutdown execution;
  • Assist THE CLIENT Maintenance with finding solutions to technical problems;
  • Conduct technical bid evaluations for electrical equipment, spare parts, and materials;
  • Interface with the Production department and ensure that the agreed execution plan for shutdown activities is completed on time and within budget;
  • Assist with developing contract scopes of work, and performing technical evaluations as required for shutdown contracts;
  • Liaise with other departments to review, commission and accept all new electrical projects to be executed during shutdown or opportunity intervention;
  • Participate in Engineering Change reviews and studies relevant to shutdown or opportunity intervention, as required;
  • Identify opportunities for the application of improved maintenance techniques to minimize shutdown intervention and enhance performance;
  • Comply with the Computerized Maintenance Management System (CMMS) requirements to ensure safe and efficient operations;
  • Assist line management to maintain and establish adequate levels of consumables and strategic electrical spare parts at the plant;
  • Enter and retrieve data from the CMMS and update reports as required;
  • Perform allocated tasks in conjunction with other facility personnel as directed by supervision;
  • Participate in tests and isolations as per PTW requirements (e.g. confined space entry);
  • Develop and maintain procedures, work instructions and method statements for the facility equipment/systems in preparation for shutdown or opportunity intervention;
  • Conduct routine testing of emergency response equipment in accordance with the annual maintenance plan or as required by instruction;
  • Support instrument and mechanical specialists in diagnosis of technical problems;
  • Provide Task Leader supervision of and support for external contractors as required;
  • Participate in tool-box meetings and job safety analysis (risk assessments) as part of work pack preparation;
  • Comply with requirements for EX equipment installation and maintenance;
  • Advise of any improvements to working practices that would enhance reliability of equipment and / or allow tasks to be carried out in a safer manner;
  • Aid THE CLIENT in developing continuous improvement of its shutdown activities.
